Hyndburn and Ribble Valley Domestic Violence Forum (HARV) is the only organisation in Hyndburn and Ribble Valley delivering specific services to women and children who are experiencing domestic violence. It not only delivers services but raises awareness and promotes best practice on issues surrounding domestic violence.

For male victims of domestic violence, enquirers would be offered a signposting service to organisations/programmes such as Mankind/Men’s Aid. I understand that as they are affiliated to Women’s Aid they would not be allowed to see males on the premises, hence the signposting.

Thank you for your request for information dated 29th December 2006. Your request has now been considered and the information is given below.

a) The Lancashire Probation Service runs a Community Domestic Violence Programme for male DV perpetrators from Hyndburn to access as part of a 'requirement' by the Courts or as part of a parole licence. A programme comprises of between 26 and 29 sessions and the schedule of programmes are arranged to meet the demand from the Courts. Hyndburn perpetrators access programmes in the neighbouring boroughs of Blackburn and Burnley.

In addition male perpetrators can also access a voluntary prescriptive 27 week cognitive behavioural perpetrator programme through the Pendle Domestic Violence Initiative (located in Nelson in the neighbouring Pendle Borough District). Access is through self referral or agency recommendation.

b) The Pendle Domestic Violence Initiative also runs programmes for female perpetrators.

c) Currently Hyndburn Borough Council does not fund/contribute to the running of any DV perpetrator programmes.

In response to your request.

So far in 2006-07 we have contributed £2916.87 to HARV Domestic Violence Team as a contribution towards the cost of supplying an outreach worker and £2,500 for the provision of a Sanctuary type scheme for victims of domestic abuse in Hyndburn.

Burnley Battered Wives received an annual grant £620 in 2005-06.

In 2005-06 Hyndburn and Ribble Valley Domestic Forum received the final payments against an ERDF project they were awarded, this totalled £122k over a number of years.

In 2005-06 The Womens Centre in Blackburn received the final payments towards an SRB and ERDF project they were awarded, this totalled over £157k over a number of years.
