Dear Michael,

We do not have any perpetrator programmes based in Ellesmere Port and Neston, nor does this council provide funding for such programmes elsewhere.

Cheshire Probation Service does run a countywide perpetrator programme. Around 100 men currently go through this programme each year (further expansion is likely). Programmes are for those convicted by the courts of DV related crimes. There are no statutory programmes specifically for women.

Ellesmere Port and Neston Borough Council does not directly fund any help/support groups for either male or female victims of domestic abuse.

In February of this year, a womens refuge facility was opened in the borough. Capital funding for this project was obtained by Wirral Methodist Housing Association from the Housing Corporation. Revenue funding for the refuge comes from Supporting People.

The borough council is also a member of the local Community Safety Partnership, (sometimes referred to as the Crime and Disorder Reduction Partnership). The Partnership currently receives funding from Government Office North West. Currently around 10% (£14k) of that funding is allocated to initiatives relating to domestic abuse. The main areas of expenditure relate to:

* the provision of outreach services for women,
* awareness/preventative work in local schools, and
* awareness training for front line staff in local agencies.

The local Community Safety Partnership works closely with the Cheshire Domestic Abuse Partnership in delivering initiatives with a local focus. The focus for our funding is changing over the next twelve months as we develop two Family Support Units based on the geography of the Police Basic Command Units. The units will each contain a number of staff:

* A coordinator
* An independent domestic violence advocate - a new role
* A number of outreach workers

These new units will work with both male and female victims of domestic abuse and their families. The units will link closely with the new police Public Protection Units.
