Abuse Partnership which aims to bring together statutory and voluntary
sector agencies to address domestic abuse in an integrated and co-ordinated
way. You will find much more information about CDAP on our website

Cheshire Domestic Violence Outreach Service (women only) approx £240k
Funding from a range of partners including Cheshire County Council,
districts, police, health, CDRPs and Children's Fund. No funding will
be available from the Children's Fund for the coming year. This service
was set up with funding from the Home Office Violence Against Women
Crime Reduction Programme but will come under the remit of Domestic
Violence Family Safety Units, including support for men - see below.
MALE
Men seeking face to face support are currently directed to Victim
Support in Cheshire but we are in the process of developing a new
model of delivery - 2 Domestic Violence Family Safety Units based
on the two police Basic Command Units in this part of Cheshire. Each
of these has an Independent Domestic Violence Advocate who will take
all high risk police referrals, 2 longer term support workers who
will continue to work with women and a part time worker for male survivors.
We recognise that BCS 2001 indicates a higher level of underreporting
among men and we hope with the additional publicity covering this
service to increase men's confidence in seeking help sooner. Our information
cards about services list all the statutory service numbers who take
referrals from both genders as well as having a specific section on
support for men, publicising Victim Support Service and giving the
national male DV helpline number.
CHILD SURVIVORS
Child Refuge Workers
The County Council allocates £26k toward children's work in
refuges. As you may know Supporting People only provides funding for
work with adult survivors. This money is augmented by (a decreasing)
sum from the Children's Fund and in one district, Chester, from the
City Council to enable refuges to employ one full time worker.
Family Liaison
Team
The County Council through Standards Funds employs a small Family
Liaison Team, under the direction of the Senior Safeguarding Adviser
in Education to work with schools, children and families where domestic
abuse affects attendance or achievement. This support is offered regardless
of gender of the child or parent. PSHCE programmes are developed and
promoted by the Team in which we acknowledge the statistics which
identify women as the majority of victims but stress that no-one deserves
to be abused and ensure that posters, leaflets and cards are non-gender
specific.
Jigsaw Programme
NSPCC are funded, through the Children's Fund to date, to co-ordinate
a groupwork programme for children who have been exposed to domestic
abuse. This work is undertaken on a multi-agency basis and is offered
regardless of gender of the child or parent. Approximately 40 children
are supported each year.
Changing Places
This is a pilot programme for young men who are beginning to show
signs of abusive behaviour. We recognise that young women also abuse
their family, friends and partners but, like Probation Service Perpetrator
programmes we are focusing to begin with on the majority of young
people who need help. As the value of this work is recognised and
funding becomes available we will use the good practice gained with
the majority to hone programmes for specialist groups.
It has been our
experience that good practice deriving from the pioneering work of
voluntary sector services is the basis on which to build services
for minority groups and we are keen to ensure that anyone experiencing
domestic abuse in Cheshire knows that they have a right to be safe
in their homes and relationships and can access the support they need
to survive and to recover.
